Proof of Delivery: record social value once, where it happens.
RecoupIQ is a software company. Our main product is company risk checks built on UK public records. Proof of Delivery uses that company data in a second product: a phone app and web form that record each social value delivery once, as a signed record, so that every contract it supports can read it and no total counts it twice.
Social value is promised at bid stage and delivered through supply chains three or four tiers deep. It is usually reported in spreadsheets, months later, in a different format for each contract. The same delivery can be claimed by more than one organisation, and there is often no independent check of a claim. From 1 January 2027 the Social Value Model has fewer criteria, each with more weight, so the evidence behind each figure matters more.
- Records with no signal. Volunteers and site leads use an Android app, or a web form in a phone browser with no install. The phone signs each record and sends it when there is signal.
- Counts each delivery once. When two organisations in a supply chain record the same delivery, it counts once in every total and is linked to each contract it supports.
- Real company data. Each organisation is checked against data on about 6 million UK companies from Companies House, with warnings for insolvency, phoenix companies and disqualified directors where recorded. Deliveries by a closed or insolvent company never count as checked.
- Checked, not only declared. A person from another organisation can confirm “I saw this”. Every total shows checked and declared figures, and the auditor report traces each figure to its signed records.
- No names in records. Consent is recorded for each person and can be withdrawn; a withdrawal removes the person from every total. Public reports show totals only. Location is optional and the app takes no photographs, to suit sites with restrictions.
- Open format. Records move as documented JSON and CSV files, and contractors can import spreadsheets. Economic, community and environmental outcomes map to the Social Value Model, including the version that applies from 1 January 2027, or are kept as outside the model.
- Set up a programme. The prime contractor or social value partner sets the contracts, sites and outcomes, and invites each organisation in the supply chain. Each organisation keeps its own systems.
- Record on the day. A volunteer or site lead opens the Android app or the web form, picks the session and the outcome, enters a number or scans a participant card, and saves. No signal is needed and no name is recorded.
- Sign and send. The phone signs the record with its own key and the time. It sends the record by itself when there is signal. A record changed after signing is refused.
- Check and count once. A person from another organisation can confirm "I saw this". The same delivery recorded by two tiers counts once. Each organisation is checked against UK company data.
- Report from one record. The prime contractor, the auditor and the public each get a report from the same records. Each figure is traced to its signed records. Exports are open JSON and CSV files.
- Prime contractors and social value partners who must evidence the social value of their contracts, across their supply chain.
- Subcontractors, charities and community groups who deliver on the ground and should not have to fill in a portal.
- Auditors and buyers who need to trace a reported figure back to what happened.
There is no licence for each participant. Organisations at the lower tiers record and confirm deliveries free. The organisation that runs a programme pays one yearly fee.
Proof of Delivery runs as a pilot service. It has been tested in the lab, on an Android emulator, in phone-size browsers and on the founder’s own devices. It has not yet been used at a delivery site, by volunteers or on an iPhone, and it is not yet part of our live service.
Our next step is a pilot on live delivery in the UK defence supply chain, with capture times measured on site against a two-minute target, an independent security test and an independent data protection review. We work with prime contractors, social value partners and the organisations that deliver on the ground. Alex Vasile, Founder · alex.v@recoup-iq.tech
